Application of Professional Competency Assessment (Second Session)

Professional Competency Assessment in the Guangdong–Hong Kong–Macao Greater Bay Area (GBA) Electronic Information Engineering Sector

Professional technical qualifications serve as a benchmark of competence for technical personnel and as a basis for employers to appoint individuals to corresponding technical positions. Professional competency assessment is one of the internationally recognized methods.

To implement the directives of the Guiding Opinions on Reforming the Talent Evaluation Mechanism by Classification issued by the General Office of the CPC Central Committee and the General Office of the State Council, as well as the Implementation Plan for Expanding Pilot Work of Government Function Transfer to Societies under CAST, the General Office of the China Association for Science and Technology (CAST) issued the Notice on Launching Regional and Industry Pilot Programs for International Mutual Recognition of Engineer Qualifications. In response, the Guangdong Provincial Association for Science and Technology, in the Notice on Issuing the Implementation Plan for the 2023 Greater Bay Area Engineer Qualification Mutual Recognition Pilot, approved the inclusion of the electronic information discipline in the Greater Bay Area engineer qualification mutual recognition pilot. The initiative aims to facilitate the orderly mobility of engineering professionals within the GBA, establish an internationally aligned competency evaluation system, and promote the development of engineering talent.

The GuangDong Institute of Electronics has been designated as the lead organization for this work. To this end, the GuangDong Institute of Electronics, the Guangdong Institution of Engineers, and the CIE Hong Kong (also known as the Hong Kong Institute of Electronics) signed a mutual recognition agreement on the professional competency assessment of electronic information professional personnel.

To further promote the mutual recognition of engineering qualifications across the GBA, the GuangDong Institute of Electronics and the CIE Hong Kong have jointly decided to launch the 2026 Second Session of the Professional Competency Assessment for Electronic Information Engineering Personnel. Applications shall be processed in accordance with the Implementation Rules for the Electronic Information Professional Competency Assessment under the Guangdong Institution of Engineers. The assessment system consists of five levels: Graduate Engineer (Trainee Engineer), Assistant Engineer, Engineer, Senior Engineer, and Chief Senior Engineer.

For the year 2026 (Second Session): November 1 – November 30

Applications are accepted from electronic information engineering–related disciplines, including but not limited to:

Related positions include scientific research and application development, production technology management, equipment management, standards and technical information, planning and consultancy, technical services, and technical education.

3. Application Requirements and Materials

Eligibility varies by level:

Graduate Engineer (Trainee Engineer)

Enrolled in an accredited engineering undergraduate or higher vocational education program, having completed at least three years of professional study with all required coursework passed.

Assistant Engineer

Current master’s degree student, or
Bachelor’s degree graduate, or
Associate Degree/Diploma (or above) with at least 1 year of work experience, or
Diploma (or above) with at least 2 years of relevant professional work experience.

Engineer

Current doctoral student, or
Master’s degree graduate (or equivalent) with at least 1 year of cumulative work experience in the applied professional field, or
Bachelor’s degree graduate with at least 4 years of cumulative work experience in the applied professional field, or
Associate Degree/Diploma (or above) with at least 5 years of cumulative work experience in the applied professional field, or
Diploma (or above) with at least 6 years of cumulative work experience in the applied professional field; and
Obtained full membership in a recognized Hong Kong academic body* and engaged in relevant professional work for at least 1 year, or equivalent qualification.

Senior Engineer

Doctoral degree graduate (or equivalent), or
Master’s degree graduate (or equivalent) with at least 4 years of cumulative work experience in the applied professional field, or
Bachelor’s degree graduate with at least 7 years of cumulative work experience in the applied professional field, or
Diploma (or above) with at least 10 years of cumulative work experience in the applied professional field; and
Obtained senior (fellow) membership in a recognized Hong Kong academic body*, or
Obtained full membership and engaged in relevant professional work for at least 6 years, or equivalent qualification.

Chief Senior Engineer

Doctoral degree graduate (or equivalent), or
Master’s degree graduate (or equivalent) with at least 12 years of cumulative work experience in the applied professional field, or
Bachelor’s degree graduate with at least 15 years of cumulative work experience in the applied professional field, or
Diploma (or above) with at least 25 years of cumulative work experience in the applied professional field. In general, applicants should have held the Senior Engineer qualification for at least 3 years; and
Obtained senior (fellow) membership in a recognized Hong Kong academic body* and engaged in relevant professional work for at least 5 years, or
Obtained full membership and engaged in relevant professional work for at least 11 years, or equivalent qualification.

Applicants must also meet the performance and other requirements detailed in Annex 1.
*Recognized Hong Kong academic bodies include: CIE Hong Kong, IET Hong Kong, and HKIE.
Exceptional candidates with outstanding achievements may also be considered.

Application Process — applications may be submitted by employers or individuals (Graduate Engineer applications shall be submitted collectively by their institutions):

Complete the official application form (Annex 2) and submit the supporting documents for the applied level, a copy of the identity document, and one standard 2-inch color photograph with a blue background.
Apply for membership in the CIE Hong Kong.

5. Hong Kong Assessment Fees

Hong Kong applicants shall pay the consultation service fee, assessment fee, and certificate fee upon submission of materials.

6. Evaluation and Certification

Upon receipt of the application materials, the CIE Hong Kong and the GuangDong Institute of Electronics will select experts from both Hong Kong and Guangdong to conduct a competency assessment covering engineering knowledge and professional competence, engineering ethics and professional conduct, teamwork and communication, continuous development and lifelong learning, and organizational leadership and project management. Candidates meeting the required score will be submitted to the expert committee for evaluation.
Successful applicants will be awarded the Professional Competency Assessment Certificate of the Guangdong Institution of Engineers, jointly stamped by the GuangDong Institute of Electronics, the Guangdong Institution of Engineers, and the CIE Hong Kong (Annex 3).

粵港澳大灣區電子信息工程專業技術人員水平評價

專業技術資格是專業技術人員水平能力的標誌，是用人單位聘任相應專業技術職務的依據，專業技術人員水平評價是國際通用方式之一。為切實落實中共中央辦公廳、國務院辦公廳《關於分類推進人才評價機制改革的指導意見》和《中國科協所屬學會有序承接政府轉移職能擴大試點工作實施方案》等文件精神，中國科協發佈了《中國科協辦公廳關於開展工程師資格國際互認區域和行業試點的通知》，決定開展工程師資格國際互認區域和行業試點。為此廣東省科協在《關於印發2023年粵港澳大灣區工程師資格互認試點實施方案的通知》中批准電子信息專業列入粵港澳大灣區工程技術人員專業資格互認試點，以此推動粵港澳大灣區工程技術人才有序流動，建立符合國際規則的工程師水平評價體系，促進專業技術人才的成長。該項工作由廣東省電子學會牽頭負責，為此廣東省電子學會、廣東省工程師學會與香港電子學會簽署了電子信息專業技術人員水平評價互認協定。

為了持續推動粵港澳大灣區工程技術人才專業資格互認，廣東省電子學會與香港電子學會決定聯合開展2026年度第二期電子信息工程專業技術人員水平評價。評價分為見習工程師、助理工程師、工程師、高級工程師、正高級工程師五個級別，按照《廣東省工程師學會電子信息專業技術人員水平評價實施細則》有關規定，現通知如下：

一、申報時間

2026年度從11月1日起至11月30日止

二、受理專業

電子信息工程相關專業：電子設計、電路與系統、電磁場與微波、音視頻技術、信息處理、通信系統與網路、半導體/集成電路、電子元器件、電子材料、信息工程、人工智能、網路安全、自動控制、汽車電子、顯示與光電、電子製造等專業中包括但不限於科研與應用開發、生產技術管理、設備管理、標準與技術信息、規劃與諮詢、技術服務、技術教育等所對應崗位。

三、申報條件與申報材料

（一）申報條件

1.資歷要求如下：

見習工程師：就讀於已通過工程教育認證專業的高等教育本科或高職院校在校生，經過三年的專業學習，各門功課及格。

助理工程師：碩士研究生在校生，或本科學歷畢業，或大專畢業1年，或中專以上學歷且從事專業工作2年以上。

工程師：博士研究生在校生，或碩士研究生學歷畢業(或學位)在所申請專業領域累計工作滿1年，或本科學歷在所申請專業領域累計工作滿4年，或大專學歷在所申請專業領域累計工作滿5年，或中專以上學歷且在所申請專業領域累計工作滿6年；及
取得香港認可學術團體＊正會員資格後，從事所屬界別工作滿一年或同等資格。

高級工程師：博士研究生學歷畢業(或學位)，或碩士研究生學歷畢業(或學位)且從事所申請專業領域累計工作滿4年，大學以上學歷畢業且從事所申請專業累計工作滿7年，或中專以上學歷且從事所申請專業累計工作滿10年；及
取得香港認可學術團體＊的高級(資深)會員資格；或取得正會員資格後，從事所屬界別工作滿六年或同等資格。

正高級工程師：博士研究生學歷畢業(或學位)，或碩士研究生學歷畢業(或學位)在所申請專業領域累計工作滿12年；本科學歷畢業在所申請專業領域累計工作滿15年，或中專以上學歷畢業在所申請專業領域累計工作滿25年。申請正高級工程師一般應取得高級工程師級別滿3年；及
取得香港認可學術團體＊的高級(資深)會員資格後，從事所屬界別工作滿五年；或取得正會員資格後，從事所屬界別工作滿11年或同等資格。

＊註：香港認可學術團體包括香港電子學會(CIE Hong Kong), IET Hong Kong, 香港工程師學會(HKIE) 。

如申請人未符合以上要求，但在其專業方面上有突出表現者，也會一同考慮。

（二）申報流程

各級別電子信息工程師由單位組織或個人自主申報（見習由學校統一進行申報），流程如下：

符合條件的申請人需按規定填寫《廣東省工程師學會電子信息專業技術人員水平評價申請表》（見附件2），並提交對應各級別的佐證資料，以及身份證複印本、標準2寸藍底彩色免冠照片1張。
申請人需申請加入香港電子學會會員。

四、申報途徑

登錄香港電子學會官方網站：https://www.hkcie.org.hk/，選擇電子信息工程師水平評價欄目，點擊立即申請進行申報。

五、香港評價費用

香港申報人員提交材料後繳納諮詢服務費及評價和證書費用。

申請正高級工程師HK$2,520元/人，高級工程師HK$2,100元/人，工程師HK$1,680元/人，助理工程師HK$700元/人，見習工程師HK$350元。

六、評價與發證

（一）收到申請人提交的申請材料後由香港電子學會和廣東省電子學會遴選粵港兩地專家對申報人員進行能力素質考核，包含工程知識與專業能力、工程倫理與職業道德、團隊合作與交流能力、持續發展與終身學習能力、組織領導與專案等，評分達要求後，提交專家委員會進行評價。

（二）對通過評價的人員頒發由廣東省電子學會、廣東省工程師學會、香港電子學會聯合蓋章的《廣東省工程師學會專業技術人員水平評價證書》（樣式見附件3）。
