Application of Professional Competency Assessment
Professional Competency Assessment in the Guangdong–Hong Kong–Macao Greater Bay Area (GBA) Electronic Information Engineering Sector
Professional technical qualifications serve as a benchmark of competence for technical personnel and as a basis for employers to appoint individuals to corresponding technical positions. The evaluation of professional technical personnel is one of the internationally recognized methods.
To promote the orderly mobility of electronic information engineering professionals within the GBA, support the development of engineering talent, and implement the directives of the Guiding Opinions on Reforming the Talent Evaluation Mechanism by Classification issued by the General Office of the CPC Central Committee and the General Office of the State Council, as well as the Implementation Plan for Expanding Pilot Work of Government Function Transfer to Societies under CAST, the Ministry of Human Resources and Social Security has issued the Implementation Measures for Industry Organizations to Undertake Professional Technical Personnel Qualification Evaluation. In accordance with these requirements, and with the approval of the China Association for Science and Technology (CAST) and the Guangdong Provincial Association for Science and Technology, the electronic information discipline has been included in the pilot program for mutual recognition of professional qualifications for engineering personnel in the GBA. The GuangDong Institute of Electronics has been designated as the lead organization for this work.
Accordingly, the GuangDong Institute of Electronics has established the Office for Evaluation of Electronic Information Technical Personnel Competence, and prepared the Implementation Rules for the Evaluation of Electronic Information Technical Personnel under the Guangdong Institution of Engineers (Annex 1). These documents have been reviewed by expert committees organized by the Guangdong Provincial Association for Science and Technology and the Guangdong Institution of Engineers, and have been formally released. Subsequently, the GuangDong Institute of Electronics, the Guangdong Institution of Engineers, and the CIE Hong Kong (also known as the Hong Kong Institute of Electronics) signed a mutual recognition agreement on engineer competence evaluation.
The three organizations have jointly decided to carry out evaluation of electronic information engineering professionals in the GBA, promote mutual recognition of qualifications, and foster talent development in the electronic information field. The evaluation system consists of four levels: Assistant Engineer, Engineer, Senior Engineer, and Chief Senior Engineer.
1. Application Period
For the year 2026: April 1 – April 30
2. Accepted Specializations
Applications are accepted in three directions:
- Electronic Technology: covering engineering technologies in electronic system design and manufacturing, including electronic circuits, radio, microwave, electroacoustics, information display and optoelectronics, surface mounting, printed circuit boards, analog systems, specialized electronic equipment, etc.
- Information Processing and Communication: covering big data, cloud computing, artificial intelligence, and information processing technologies involving sound, light, electricity, magnetism, and derived images, video, and audio; as well as communication systems, networks, the Internet, and IoT.
- Electronic Components and Materials: covering electronic components, devices, integrated circuits, and specialized materials.
Each specialization includes scientific research, engineering design, product development, production processes, technical management, equipment maintenance, quality assurance, reliability analysis, certification, standards development, technology promotion, and technical services.
3. Application Requirements and Materials
Eligibility varies by level:
Assistant Engineer
- Current master’s degree student, or
- Bachelor’s degree graduate, or
- Associate Degree/Diploma (or above) with at least 1 year of work experience, or
- Diploma (or above) with at least 2 years of relevant professional work experience.
Engineer
- Current doctoral student, or
- Master’s degree graduate (or equivalent) with at least 1 year of cumulative work experience in the applied professional field, or
- Bachelor’s degree graduate with at least 4 years of cumulative work experience in the applied professional field, or
- Associate Degree/Diploma (or above) with at least 5 years of cumulative work experience in the applied professional field, or
- Diploma (or above) with at least 6 years of cumulative work experience in the applied professional field; and
- Obtained full membership in a recognized Hong Kong academic body* and engaged in relevant professional work for at least 1 year, or equivalent qualification.
Senior Engineer
- Doctoral degree graduate (or equivalent), or
- Master’s degree graduate (or equivalent) with at least 4 years of cumulative work experience in the applied professional field, or
- Bachelor’s degree graduate with at least 7 years of cumulative work experience in the applied professional field, or
- Diploma (or above) with at least 10 years of cumulative work experience in the applied professional field; and
- Obtained senior (fellow) membership in a recognized Hong Kong academic body*, or
- Obtained full membership and engaged in relevant professional work for at least 6 years, or equivalent qualification.
Chief Senior Engineer
- Doctoral degree graduate (or equivalent), or
- Master’s degree graduate (or equivalent) with at least 12 years of cumulative work experience in the applied professional field, or
- Bachelor’s degree graduate with at least 15 years of cumulative work experience in the applied professional field, or
- Diploma (or above) with at least 25 years of cumulative work experience in the applied professional field; and
- Obtained senior (fellow) membership in a recognized Hong Kong academic body* and engaged in relevant professional work for at least 5 years, or
- Obtained full membership and engaged in relevant professional work for at least 11 years, or equivalent qualification.
Applicants must also meet requirements detailed in Annex 1.
*Recognized Hong Kong academic bodies include: CIE Hong Kong, IET Hong Kong, and HKIE.
Exceptional candidates with outstanding achievements may also be considered.
Application Process:
- Participate in continuing education and training courses.
- Complete the official application form (Annex 2) and submit supporting documents, ID copy, and one standard 2-inch photo.
- Apply for membership in the CIE Hong Kong.

5. Evaluation and Certification
- Applications will be reviewed jointly by experts from Hong Kong and Guangdong, assessing engineering knowledge, professional competence, ethics, teamwork, lifelong learning, and leadership.
- Successful applicants will be awarded the Certificate of Professional Competency jointly stamped by the CIE Hong Kong, the Guangdong Institution of Engineers, and the GuangDong Institute of Electronics (Annex 3).

粵港澳大灣區電子信息工程專業技術人員水平評價
專業技術資格是專業技術人員水平能力的標誌，是用人單位聘任相應專業技術職務的依據，專業技術人員水平評價是國際通用方式之一。為促進粵港澳大灣區電子信息工程技術人才有序流動，助力粵港澳工程技術人才發展，切實落實中共中央辦公廳、國務院辦公廳《關於分類推進人才評價機制改革的指導意見》和《中國科協所屬學會有序承接政府轉移職能擴大試點工作實施方案》精神，根據國家人力資源和社會保障部《行業組織有序承接專業技術人員水平評價類職業資格具體認定工作實施辦法》和中國科協、國家民政部《關於進一步推動中國科協學會創新發展的意見》等文件要求， 經中國科學技術協會及廣東省科學技術協會批准，電子信息專業列入粵港澳大灣區工程技術人員專業資格互認試點專業，該項工作由廣東省電子學會牽頭負責。為此，廣東省電子學會成立了“廣東省電子信息專業技術人員水平評價辦公室”，編制了《廣東省工程師學會電子信息專業技術人員水平評價實施細則》（見附件1）等電子信息專業技術人員水平評價文件，有關文件已經通過了廣東省科協、廣東省工程師學會組織的專家委員會評審並
正式發佈實施。隨後廣東省電子學會、廣東省工程師學會與香港電子學會簽署了工程師能力評價互認協議。
廣東省電子學會、廣東省工程師學會與香港電子學會決定聯合開展粵港澳大灣區電子信息工程專業技術人員水平評價，推動粵港澳大灣區電子信息工程技術人才專業資格互認，促進電子信息領域人才的成長。電子信息專業技術人員水平評價共分為助理工程師、工程師、高級工程師、正高級工程師四個級別，有關事項通知如下：
1. 申報時間
2026 年度從 4 月 1 日起至 4 月 30 日止
2. 受理專業
受理專業：電子技術、信息處理與通信、電子元器件與材料 3 個專業方向，其中：
（一）電子技術，專業包括電子系統設計與製造過程中相關的各項工程技術：電子電路、無線電、微波、電聲、信息顯示與光電子、表面貼裝、印製電路板、模擬、電子專用設備等的科學研究、工程設計、產品開發、生產工藝、技術管理、設備維護、質量控制與保障、可靠性分析與評價、檢測認證、標準編制、技術推廣、技術服務相關技術崗位；
（二）信息處理與通信，專業包括：大數據、雲計算、人工智能以及聲、光、電、磁等及其衍生圖像、視頻、聲音等信息處理技術；信息通信系統與網路、互聯網、物聯網等的科學研究、工程設計、產品開發、生產工藝、網路建設、技術管理、設備維護、質量控制與保障、可靠性分析與評價、檢測認證、標準編制、技術推廣、技術服務相關技術崗位；
（三）電子元器件與材料，專業包括：電子元件、電子器件、集成電路、專用材料等的科學研究、工程設計、產品開發、生產工藝、技術管理、設備維護、質量控制與保障、可靠性分析與評價、檢測認證、標準編制、技術推廣、技術服務相關技術崗位。
3. 申報條件與申報材料
（一）申報條件
1. 資歷要求如下：
助理工程師：碩士研究生在校生，或本科學歷畢業，或大專畢業 1 年，或中專以上學歷且從事專業工作 2 年以上。
工程師：博士研究生在校生，或碩士研究生學歷畢業(或學位)在所申請專業領域累計工作滿 1 年，或本科學歷在所申請專業領域累計工作滿 4 年，或大專學歷在所申請專業領域累計工作滿 5 年，或中專以上學歷且在所申請專業領域累計工作滿6 年；及
取得香港認可學術團體＊正會員資格後，從事所屬界別工作滿一年 或 同等資格。
高級工程師：博士研究生學歷畢業(或學位)，或碩士研究生學歷畢業(或學位)且從事所申請專業領域累計工作滿 4 年，大學以上學歷畢業且從事所申請專業累計工作滿 7 年，或中專以上學歷且從事所申請專業累計工作滿 10 年；及
取得香港認可學術團體＊的高級(資深)會員資格；或 取得正會員資格後，從事所屬界別工作滿六年或同等資格。
正高級工程師：博士研究生學歷畢業(或學位)，或碩士研究生學歷畢業(或學位)在所申請專業領域累計工作滿 12 年；本科學歷畢業在所申請專業領域累計工作滿 15 年，或中專以上學歷畢業在所申請專業領域累計工作滿 25 年；及
取得香港認可學術團體＊的高級(資深)會員資格後，從事所屬界別工作滿五年；或取得正會員資格後，從事所屬界別工作滿 11 年 或 同等資格。

＊註：香港認可學術團體包括香港電子學會(CIE Hong Kong), IET Hong Kong, 香港工程師學會(HKIE) 。
如申請人未符合以上要求，但在其專業方面上有突出表現者，也會一同考慮。
（二）申報流程
各級別電子信息工程師由單位組織或個人自主申報，流程如下：
- 有意申報電子信息工程師水平評價的人員需參加持續教育學習， 接受電子信息專業技術人員水平評價培訓課程。
- 符合條件的申請人需按規定填寫《廣東省工程師學會電子資訊專業技術人員水平評價申請表》（見附件 2），並提交對應各級別的佐證資料，以及身份證影印本、標準 2 寸藍底彩色免冠照片 1 張。
- 申請人需申請加入香港電子學會會員。
- 培訓及諮詢服務請聯繫香港南粵科創促進會。

登錄香港電子學會官方網站 https://www.hkcie.org.hk/，選擇電子信息工程師水準評價欄目，點擊立即申請
5. 評價與發證
（一）收到申請人提交的申請材料後由香港電子學會和廣東省電子學會遴選粵港兩地專家對申報人員進行能力素質考核，包含工程知識與專業能力、工程倫理與職業道德、團隊合作與交流能力、持續發展與終身學習能力、組織領導與專案等，評分達要求後，提交專家委員會進行評價。
（二）對通過評價的人員頒發由香港電子學會、廣東省工程師學會、廣東省電子學會聯合蓋章的《廣東省工程師學會專業技術人員水平評價證書》（樣式見附件 3）。
